Question 1: When is this project expected to go to bid for contractors and what is the expected start date for construction? 

Answer 1: 2027

Question 2: Under "Design", item C states that the Architect shall be responsible for geotechnical services; however, under "Project Management" item GG states "assist the Owner in soliciting construction testing and geotechnical services proposals".  Should the Architect team include geotechnical services?

Answer 2: Design, item C is focused on the A/E’s effort to properly perform the geotechnical analysis to properly inform the structural design of the building. The Project Management, item GG, is focused on the construction testing services, which include geotechnical services, during the construction portion of the project. 

 

 

Question 3: Please elaborate on the requirements of scope items D & E (BAS design services) as they relate to scope item PP (coordination with third party County building automation consultant). 

Answer 3: Design, items D and E are focused on the design of the building to be in compliance with the existing Lake County building automation systems. Construction Administration, item PP is direction of the A/E to coordinate the commissioning of the building with the contractor and any Lake County third party consultant.

The BAS specialty consultant will need to be familiar with IP networks, enterprise BAS architecture across a wide portfolio of buildings connected to one server, industry best practices for connecting to BACnet MS/TP, BACnet IP, and MODBUS devices. The BAS design/Construction services will include as the requirement for equipment network specification and trade wiring responsibilities, points list requirement for monitoring, writable points, and alarms points, web graphics requirements, submittal review, field inspections, and commissioning data points.

Question 4: Where should the label provided on page 1 be placed (or is that optional)?

Answer 4: Lake County asks that the proposers identify the submitted documents in a manner similar to the fields on Page 1.

 

 

Question 5: Page 2 first sentence states “one original and one electronic unprotected copy will be received…” Are we to upload two versions to the portal? What is considered an original versus an unprotected copy?

Answer 5: Please disregard this language as it is outdated. Lake County asks vendors submit an electronic copy, and optionally, a redacted electronic copy through our website.

 

 

Question 6: Scope of Services 2.F states “Provide comprehensive commissioning services via a 3rd party consultant.” Will the prime firm select this consultant or is it an already approved Lake County firm? If the prime firm is selecting it, can the third party be apart of our company, but located in a different office location?

Answer 6: Lake County does not have a pre-approved commissioning consultant. Respondent shall propose a commissioning consultant for the Owner’s review and approval; management of and costs associated with the consultant shall be borne by the respondent. Preference will be given to a 3rd party consultant, but individuals within the respondent’s organization may be considered pending ownership approval
