Question 1: What is the approximate budget range or not-to-exceed amount allocated for polling services under this procurement? 

Answer 1: Not-to-exceed $50,000

 

Question 2: The RFP references a "250-person regional oversample" — what geographic area defines the oversample region? Is this the Waukegan, North Chicago, and Zion communities referenced in the GVPI background, or a broader area? 

Answer 2: The oversample region is Waukegan, North Chicago, and Zion.

 

Question 3: Is there a target completion date for the final written report given that IDHS funding expires June 30, 2026? 

Answer 3: June 15th, 2026

 

Question 4: Is Spanish-language polling required as part of the base scope, or should it be priced as a separate optional line item? 

Answer 4: Required as part of the base scope

 

Question 5: Is there a target survey length (number of questions) or estimated duration per respondent? 

Answer 5: No more than 25-30 questions

 

Question 6: Section II.C states that "poll results must reflect the diversity of Lake County and the regional oversample area." Can the County specify which demographic categories must be represented — for example, age, gender, race/ethnicity, income, geographic subregion — and whether there are minimum quotas or targets for any of these groups? 

Answer 6: Gender, Age, Race/Ethnicity, Geographic Subregion (by zip code), Income, Educational Attainment should be polled on. Targets for age, race, gender, and geographic region apply for targets based on Lake County Census data

 

Question 7: Is survey participation limited to residents 18 years of age and older? 

Answer 7: Yes, the survey is limited to residents 18 or older

 

Question 8: If youth are to be included, does the County have existing relationships with local school districts that it would facilitate for survey administration and parental consent? 

Answer 8: Youth are not to be included in this survey

Question 9:  Your 2024 Violence Prevention Plan references a community survey. Is it your intention that this survey update results for comparative benchmarking? If so, are you able to share more about the methodology of that survey so we can ensure that the modes and approaches are comparable?

Answer 9: No, this survey will not be used as updated results for comparative benchmarking. (Due to the questions, sampling, and overall method being different)

 

Question 10:  The County requires a representative sample across various demographics using mixed methods for survey administration. However, the cost to acquire a qualified panel of residents and administer a bilingual survey that meets the stated demographic representation criteria would, on its own, approach or exceed the $50,000 not-to-exceed amount budgeted for the study. Does the County have access to a resident contact list or database from which the selected contractor can draw and invite participants, or is the contractor expected to independently acquire the sample frame?

Answer 10: The vendor is expected to independently acquire the sample frame.

 

Question 11:  Does the GVPI have an existing survey instrument or set of core questions from its prior community engagement efforts (e.g., the town halls and listening sessions referenced in the Violence Prevention Plan) that the selected contractor should use as a starting point, or is the contractor expected to develop the instrument from scratch?

Answer 11: Yes, we have prior sets of questions that we have used in previous surveys and listening sessions. Although the GVP, in collaboration with community partners, has created a new set of questions for this particular polling project. 

 

Question 12: Down the line, will there be potential interest in additional services for support with community outreach and communications, earned media, or paid media?

Answer 12: Not at this time, however, vendors are encouraged to keep contact information on our website in the event of any future procurements.

Question 13: The RFP (Section II.B) lists phone, text, and online surveys as examples of acceptable polling methods. Will the County accept proposals from firms that do not use traditional phone polling as a primary methodology, provided the proposed approach meets the statistical validity, diversity, and representativeness requirements described in the RFP?

Answer 13: Lack of traditional phone polling alone is not disqualifying, and Lake County would evaluate the proposer's methodology as a whole.
