Addendum #1

Q: Will there be an opportunity for a site visit for this opportunity?  Accommodating a site visit will make us far more certain of the requirements of this RFP and may result in better pricing.

A: Yes, we can accommodate a site visit.

Q: Is there a chance that the RFP due date will be extended or delayed?  Three weeks is a very short time to prepare competitive proposals, and extending the due date may result in better pricing.

A: No, we will not be extending the due date of this RFP.

Addendum #2

  1. Would the County consider a 30-day extension to the proposal due date to allow for proposal preparation and submittal? The current timeline is too short.

Please refer to Addendum #1.

  1. Can the County please clarify the certification for Komline Sanderson16W? This is not an industry standard certification. Would experience with Komline Sanderson paddle dryers suffice?

Yes, experience with Komline Sanderson 16W will suffice.

  1. Will the County allow for a site visit to inspect the facility and equipment?

Any potential proposer interested in a site visit, please email purchasing@lakecountyil.gov as soon as possible so that can be coordinated with Lake County Public Works staff.

  1. Will the County accept a proposal for support services and training instead of routine operations on a 24hr basis?

No. The preference for the program is to operate on a 24-hour basis.

  1. While working alongside County staff for dryer operations and maintenance, which party is ultimately responsible for the drying facility and compliance?

Lake County will always be responsible for the drying facility and compliance.

  1. Does the County have a required minimum staffing level to meet the operating parameters?

No. The preference is to have a 24-hour operation with 6 staff members.

  1. Would the County consider a longer base term contract? If new hires are necessary to support the project, a longer-term contract is beneficial and can reduce costs.

No. The preference is a 1-year contract with 3-1-year renewals, as outlined in the proposal.

  1. Is the County retaining responsibility for end-use of the dried Class A product?

Yes. We are not requiring the vendor to be responsible for the dried Class A product.

  1. Will the County pay standby rates if 24/4 or 24/5 operations are not required during a given week? This will be necessary to retain employees and/or cover travel expenses.

Yes, that is a consideration.

Addendum #3

  1. A site visit will be held at 800 Krause Dr, Buffalo Grove, IL, Biosolids Drying Building #60 on Wednesday, January 28th, 2026, from 9:00 a.m. to 11:00 a.m. local time.
     
  2. The due date for submissions has been extended to Friday, February 13, 2026, at 11:00 a.m. local time.
