Question 1: Will non-union contractors who meet prevailing wage and benefit requirements still be considered for the short list? Is participation in a registered apprenticeship program at the time of submission mandatory, or can evidence of an apprenticeship program in development satisfy this requirement?

Answer 1:  Lake County will consider all vendors for this project, provided they comply with the Illinois Prevailing Wage Act and the Responsible Bidder Ordinance requirements listed in the Responsible Bidder Affidavit.

In order to award this contract, Lake County requires that the bidder and all bidder’s sub-contractors must participate in active apprenticeship and training programs approved and registered with the U.S. Department of Labor’s Office of Apprenticeship for each of the trades of work contemplated under the awarded contract. Lake County Purchasing would not be able to recommend for award a vendor with a apprenticeship program in development unless it is known that the US Department of Labor would approve the program prior to award.
