The Lake County Stormwater Management Commission (SMC) is issuing a Request for Proposals (RFP) for wetland mitigation projects within the Fox River Watershed in Lake County, IL, using funds collected in the SMC Wetland Restoration Fund (WRF). The mitigation acreage goal is 1.11 acres, at a minimum, and approximately $120,379 of WRF funds are available. Eligibility is open to any landowner (public or private) whose ownership property lies within the Fox River watershed in Lake County, IL. The deadline for submission of proposals is Monday, November 2, 2026 at 12:00 P.M. (CDT).

The deadline for submission of sealed bids is Monday, November 2, 2026 at 12:00 P.M. (CST) at the SMC office at 500 West Winchester Road, Unit 201, Libertyville, Illinois, 60048. If electronically (PDF) via e-mail, send application to: wsantelik@lakecountyil.gov.
At that time, the bids will be publicly opened and read. Sealed envelopes or packages containing bids shall be clearly marked or endorsed: “2026 Wetland Restoration Fund Application – Fox River Watershed”. Do not upload proposals to this purchasing portal.
