Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional civil engineering services on the following projects. The SOI/SOQ shall be submitted by registering on the Lake County DOT Projects tab of the Lake County Purchasing Portal https://www.lakecountypurchasingportal.com/ and using the “SUBMIT” feature within the SOI/SOQ project. For information on how to submit the SOI/SOQ consultants should refer to and follow the “SOI/SOQ Submittal Instructions” on our website: http://www.lakecountyil.gov/653/Consultant-Selection. Submission deadline is 10:00 A.M. on Friday, March 25, 2022.

1. Section No. 22-00999-85-ES: Preparation of Phase I preliminary engineering study for the Fairfield Road corridor between Chardon Road and IL Route 134. The work will include preparation and approval of a Project Development Report  field survey; plats and legal descriptions for right-of-way and easement acquisitions; traffic capacity analysis; intersection design studies; non-motorized travel investigations; ADA ramp improvements; identification of detention requirements; flood plain determination; wetland delineation; structural design work for retaining walls and culverts; soils investigation; public involvement activities and possibly an environmental assessment (PESA and PSI). Coordination with LCSMC, utility companies, permitting agencies and local communities will be part of the work. 

2. Section No. 02-00065-01-FP: Phase II design engineering for the realignment of Cedar Lake Road, from Nippersink Road to Hart Road, in downtown Round Lake, Illinois. Anticipated Phase II work will include field surveys; preliminary, pre-final and final plans, specifications and cost estimates; coordination with permitting agencies, local communities, utility companies, Metra and ICC; soil analysis; structural design work for retaining walls; culvert, storm sewer and stormwater detention design; pavement life-cycle cost analysis; sidewalk, bike paths and ADA ramp improvements; a determination of proposed right-of-way and/or easements and the preparation of plats and legal descriptions, land acquisition services including appraisals and negotiations and public involvement. 

3. Section No. 21-00999-82-RS: Phase I and Phase II engineering for a roadway resurfacing on Rollins Road between Fairfield Road and IL Route 83 and non-motorized travel improvements on both Rollins Road from Fairfield Road to Hainesville Road and Washington Street from Chesapeake Boulevard to Atkinson Road in the Villages of Round Lake Beach, Round Lake Heights, and Grayslake. In addition to phase II design engineering consisting of preparation of contract plans, specifications and estimates, this work will include field survey; evaluation of alternatives for the non-motorized travel improvements; plats and legal descriptions for right-of-way and/or easement acquisitions; land acquisition services including appraisals and negotiations; ADA ramp improvements and associated signal work; wetland delineation; landscaping; and public outreach. Coordination with utility companies, Pace Suburban Bus, permitting agencies, and local communities will be part of the work.
