Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional architectural and civil engineering services on the following project.  The SOI/SOQ shall be submitted by registering on the Lake County DOT Projects tab of the Lake County Purchasing Portal https://www.lakecountypurchasingportal.com/ and using the “SUBMIT” feature within the SOI/SOQ project.  For information on how to submit the SOI/SOQ consultants should refer to and follow the “SOI/SOQ Submittal Instructions” on our website: http://www.lakecountyil.gov/653/Consultant-Selection. Submission deadline is 10:00 A.M. on Friday, June 28, 2024.

Section No. 24-00214-29-MG: Work to be performed under this contract will include architect/engineer services for a feasibility study and space needs assessment for a proposed DOT Maintenance and Fleet Services Facility and an option to perform design engineering and/or construction engineering, including all associated site engineering.  The feasibility study and space needs assessment work will include an analysis of space utilization; review all existing facilities, equipment use and storage, and all equipment currently stored outside; interviews with various staff members; determine projected requirements for space needs; estimate impact of industry trends; provide at least 3 alternatives for a new facility along with associated general cost estimates; and determine proper sequence of work in order to keep daily operations running during construction of the new facility.  Coordination with the Village of Libertyville, utility companies, and permitting agencies will be part of this work. The project will be funded with local funds.  The basis of evaluation will be 25% technical approach, 15% firm experience, 15% specialized expertise, 20% team capabilities, 10% workload capacity, and 15% past performance.

The SOI shall be limited to 1 page. The SOQ shall be limited to 3 pages max.  The SOQ shall provide a concise project approach, identify the project team, and highlight 2-3 recent, relevant projects which the key project team members were involved in. A minimum of three (3) firms will be selected as the most qualified from their SOI/SOQ submittal. The committee will then select the firm that is the most qualified for each project. Selected firms may be asked to make a presentation to a selection committee.
