Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional civil engineering services on the following projects.  The SOI/SOQ shall be submitted by registering on the Lake County DOT Projects tab of the Lake County Purchasing Portal https://www.lakecountypurchasingportal.com/ and using the “SUBMIT” feature within the SOI/SOQ project.  For information on how to submit the SOI/SOQ consultants should refer to and follow the “SOI/SOQ Submittal Instructions” on our website: http://www.lakecountyil.gov/653/Consultant-Selection.

Submission deadline is 10:00 A.M. on Friday, July 14, 2023.

1. Section No. 23-00700-01-EG: Engineering on-call consulting services in support of various projects to provide Traffic Engineering and Signal Coordination & Timing (SCAT) services. Professional services may include the development and implementation of traffic signal timing plans remotely or directly in the field,  on-call traffic operations assistance such as customer service calls/complaints, assisting LCDOT in updating their master Synchro model, providing recommendations on time-of-day plans, providing traffic engineering services (e.g. LOS calculations, traffic impact, traffic signal warrant analysis, capacity analysis, safety/crash analysis, review locations with excessive delays), and other miscellaneous traffic engineering services. Professional services may require the use of various traffic modeling tools, travel time data software, ATSPMs, Adaptive Systems, and other miscellaneous tools. The consultant must demonstrate a thorough understanding of the Centracs Advanced Traffic Management System. The consultant may research current national best practices and how LCDOT may apply them to their traffic operations. The basis of the evaluation will be 25% technical approach, 10% firm experience with LCDOT, 25% key personnel and technical competence, 15% workload capacity & availability/ability to respond to irregular scheduling, 10% key personnel qualifications, and 15% past performance.

2. Section No: 23-00248-05-GM: Phase II engineering, in accordance with the Illinois Department of Transportation’s (IDOT) Bureau of Local Roads & Streets Policies & Procedures, for concrete pavement preservation and repair on Deerfield Parkway between IL Route 83 and US Route 45 / IL Route 21 in the Village of Buffalo Grove, Illinois.   Scope to include development of plans, specifications, and a cost estimate for a concrete pavement preservation and repair plan appropriate for the existing pavement age and condition.  A traffic control and staging plan for the work shall be developed considering constructability and minimizing traffic delays through the work area.  Work shall include all surveying, pavement cores, pavement testing, and field investigation required to develop the plans.  ADA curb ramp work may be required depending on the proposed work scope.  Pavement ride quality shall be considered when developing the plan.  Local funds are proposed for engineering and construction. The basis of evaluation will be 40% technical approach, 40% firm experience, 10% past performance, and 10% workload capacity.

3. Section No. 17-00193-08-PV: Phase III construction engineering for the Arlington Heights Road improvement in Buffalo Grove & Long Grove, Illinois.  This 1.88-mile project involves staged asphalt pavement reconstruction of two lanes in each direction including the center landscaped median/turn lanes. Features include concrete pavement removal, hot-mix asphalt pavement, channelization improvements at Fremont Way, widening Checker Road, replacing traffic signal equipment, and filling a sidewalk gap between Brittany Lane and Checker Road.  Major work to inspect includes earthwork, non-special waste disposal, storm sewers, HMA paving, concrete items, landscaping, electrical and utility coordination.  This project will be administered by LCDOT using IDOT and local procedures.  A Designated Erosion Control Inspector, DECI, will need to be part of the project staff.  Asphalt and concrete QA will be covered by LCDOT staff, but soils may require a sub-consultant.  Construction layout will be by the contractor.  Coordination with the villages, residents and local businesses will be needed for their facilities and general job progress.  Coordination will be necessary with relocating utility companies.  Communication with stakeholders over this two full year project will be done through development of a project website and a pre-construction open house meeting that will likely need to be virtual.  September 2023 letting of the project is anticipated with as early as a December 2023 start of preliminary work to remove trees, beginning of road work early spring 2024 and a completion of November 26, 2025. The basis of evaluation for the project will be 20% technical approach, 10% firm experience, 10% specialized expertise, 20% staff capabilities (prime/sub), 10% workload capacity, 20% past performance and 10% local presence.

The SOI shall be limited to 1 page and shall include a prioritized listing of the above projects (1, 2, and 3) according to which are best suited to the capabilities and qualifications of the firm.  The SOQ shall be limited to 3 pages max per project of interest.  The SOQ shall provide a concise project approach, identify the project team, and highlight 2-3 recent, relevant projects which the key project team members were involved in. A current IDOT prequalification listing shall be included with the submittal which will not be counted against the page limit. 

For all three of the above projects, consultants will be selected based on their SOI/SOQ submittals and a presentation will not be required.  The selection process may be modified to fit the needs of the project as determined by LCDOT.
