Q1: We reviewed the recent RFQ posted for Grant Engineering Design and Construction Management and have a quick question. If known, what is the anticipated schedule for bidding and construction of this project?
A1: Please see Section 1 Intent & background, the anticipated schedule includes up to the Evaluation Committee Pool Determination. Bidding and construction will be project and funding dependent.

Q2: In Section 5.C. Evaluation of the SOI, one of the evaluation factors is “Proven experience in the engineering and management of similar projects.”, while Section 4. SOI Submission Requirements the requirement is to  “Provide a detailed description and project profile sheets for engineering services and completed stormwater management projects in Lake County IL “. Can experience in other communities outside of Lake County count? Would that receive the same number of points during evaluation?
A2: Yes, experience outside of Lake County is applicable (Please see Section 5C. Evaluation of the SOIs for evaluation factors). Firms also need to identify Lake County projects (Section 4, Section 2.0 – Relevant Experience).  

Q3: In the SOI Submission Requirements, Section 4.0, you request examples of a detailed project schedule. It is our understanding that this is an open-ended contract for multiple projects. Would providing a general schedule for completing design projects be acceptable? If you have an example project, we would be happy to provide a schedule for that as well.
A3: Individual contracts will be issued per project for this SOI. Provide representative or typical stormwater management project schedules.    

Q4: Can you please consider extending the deadline for submission of the SOI to February 20, 2026?
A4: At this time this is not a consideration.

Q5: Can a firm be selected for both contacts (RFP# SMC-2026001 and SOI# SMC-2026002)?
A5: Yes

Q6: Section 4.0-Schedule under “SOI Submission Requirements” includes submittal of a detailed schedule for completing project milestones. Does SMC want a detailed schedule for a generic project? Or is there a specific project in mind for which we should prepare a detailed schedule?
A6: Individual contracts will be issued per project for this SOI. Provide representative or typical stormwater management project schedules.
