Question: How many plans will need EOI or other certifications configured?
Response: None
Question: Are you looking to re-design any of the existing plan design? If so, what changes?
Response: We are open to suggestions and want to make sure we are using the best practice.
Question: Provide a list of HR data changes that would result in a change in eligibility or deduction. For example, Part Time to Full time will make EEs eligible for benefits, Work Location change may result in plan eligibility etc.
Response: We want your recommendations concerning the number of life events.
Question: How many vendor interfaces do you currently have? Please provide a list and indicate whether full file or Changes only.
Response: 30 extracts.
Question: Are you expecting any new interfaces to be created as part of the project?
Response: Yes, if we acquire a new vendor during the implementation process.
Question: Do you have existing validation reports between benefits and payroll that may require modification OR are you looking to create new ones?
Response: We do have existing validation reports in both Oracle and KBACE.
Question: Kindly share the existing business process flow and complete functionality of this requirement. Are you planning to move only existing data from OSB to OAB ?
Response: Yes.
Question: Are you planning to define new Programs, Plans Types, Plans and Options in OAB?
Response: We are open to suggestions and want to make sure we are using the best practice.
Question: Please put some light on the integration between Payroll report and OAB Report ?
Response: We rely on auditing between our payroll deductions and benefit elections.
Question: What is mean by KBASE reporting kube ? is it required the customization in report?
Response: This is our reporting tool mapped to Oracle.
Question: What kind of validation between OAB and Payroll Reports ? Please provide some reports name.
Response: Unknown at this time.
Question: Is there any integration between OSB with any other system?
Response: KBACE and Discoverer.
Question: Please provide the list of issues in the current OSB system?
Response: Please refer to the RFP.
Question: How many programs , plan types, plans available in OSB system?
Response: 6.

Question: We would like to respectfully request a two week extension to the submittal date due?
Response: Due to the tight project timeline, Lake County is unable to extend the RFP opening date.
Question: RFP Item 19 Page 5: Insurance.
Workers Compensation – we have done work in the past without a waiver of subrogation, could the County consider removing the subrogation waiver?
Commercial General Liability – we have done work in the past with a policy General Aggregate limit that is per Policy rather than per Project. Can the County allow the per Policy limit?
Certificates of Insurance – our insurer will not issue Certificates Of Insurance 30 days prior to renewals, can the County remove this requirement, or have the COI due within a certain # of days after the renewal?
Can a mutual limit of liability be established?
Response: If the proposers cannot provide the level of insurance requested in the RFP, please take exception, and Lake County will review the exception.
Question: Are there any union agreements changing by open enrollment?
Response: None that would impact this project.
Question: Are retirees part of this project?
Response: Yes.
Question: How many retirees?
Response: 503.
Question: Please elaborate on how is cobra administered?
Response: Cobra is administered through an external vendor. Our vendor receives file from Lake County, they initiate the enrollment, and process the billing. The Cobra recipients are on Lake County’s plans and we manually enroll based on documentation from the vendor. Retirees are handled in a similar manner.
Question: How many programs do you currently have?
Response: 6.
Question: Are we considering consolidating programs?
Response: We are open to suggestions and want to make sure we are using the best practice.
Question: How are life events going to be administered?
Response: We will rely on the recommendations from the selected consultant.
Question: Will employees be able to initiate life events through self-serve?
Response: It is our desire to have employees initiate events through self-service.
Question: Do we require documentation for marriage license, birth certificate, etc.?
Response: Yes.
Question: Do we have enrollment extracts to various vendors?
Response: Yes – approximately 30 extracts that are currently used from OSB.
Question: How many employees have after tax deductions?
Response: 281 Full-time post tax; 10 Part-time post tax.
Question: Are we an Oracle payroll customer?
Repsonse: Yes.
Question: When does open enrollment start?
Response: Last two weeks in October, beginning Oct. 19
Question: When do we want to start using OAB, before or after open enrollment?
Response: It is our goal to start using OAB beginning with Open Enrollment.
Question: Is open enrollment phased by employee groups or all at one time?
Response: All at one time.
Question: Are there any interfaces to OAB?
Response: Approximately 30 extracts…we currently do not have straight interfaces that “talk” directly to other vendors in either direction.
Question: Are custom reports included as part of this RFP?
Response: As stated in RFP, the RFP includes reports, interfaces, validation reports between Benefits and Payroll, and any configuration for KBACE and ACA reporting. It is our preference not to customize, where possible.
