Questions with Responses from the 9/24/14 Pre-Proposal Conference
1. Question: Is there a limit on file size in terms of uploading attachments into Decision Director? Is there a limit to the amount of text that can be entered for each question?
1. Response: No. There is no limit on file size for attachments uploaded into Decision Director. There is expandable space for text entry that will allow an unlimited amount of text to be entered for any question.
2. Question: Can a vendor bid on a portion of the RFP instead of the entire body of the RFP?
2. Response: No. The County is looking for a full solution in which either one vendor provides the entire solution or a prime contractor and its subcontractors/partners provides a full solution.
3. Question: Is there a goal for Women Business Enterprise or Minority Business Enterprise representation on this project?
3. Response: No. There is no Women Business Enterprise or Minority Business Enterprise goal; however, Lake County encourages the use of both.
4. Question: Please explain the off premise vs. on premise solutions which were discussed at the Pre-Proposal Conference.
4. Response : On premise solutions involve systems being installed and operated within the County’s offices. Off premise solutions can include anything from software as a service or a subscription, more traditional hosting of the software offsite where the County has its own instance of the software, platform as a service or using a cloud service. The County would entertain responses for either or both solutions, as well as a recommendation regarding which solution is most in line with its strategy and can be implemented effectively. In cases where both solutions are proposed, the County will evaluate each solution as a separate proposal.

1. Question: Referring to Section 2.2 regarding appeals, how many appeals does Lake County handle on an annual basis?
1. Response: The number of appeals received varies from year to year. Over the last (4) four years, the number has ranged from a low of approximately 10,000 appeals to a high of approximately 30,000 appeals.
