Bidders Acknowledge Addendum #1 issued March 9, 2023 in your submittal. CONTRACT ADDENDUM #1 PDF document is located in the document section of the RFP.
The non-mandatory pre-submittal meeting was held via Zoom conference on Tuesday March 7, 2023. The recording of this meeting is available in the Addendum Blog and is to be acknowledged to be part of Addendum #1.
The following items are incorporated into the Park City Flood Mitigation Storm Sewer Project contract documents as follows:
- PARK CITY FLOOD MITIGATION SOTRM SEWER ENGINEERING PLANS (Dated 2.14.23) shall be modified as follows:

UTILITIES Note 12 shall be modified to be read as follows:
“TRENCH BACKFILL REQUIREMENT: GRANULAR TRENCH SHALL BE INSTALLED FOR ALL NEW CITY MAIN UTILITY INSTALLATIONS UNDER AND WITHIN THREE (3) FEET OF ALL PROPOSED OR EXISTING PAVEMENTS OR WALKWAYS. GRANULAR TRENCH BACKFILL SHALL CONFORM TO CRUSHED AGGREGATE OF CA-7 GRADATION AND SHALL MEET THE REQUIREMENTS OF SECTION 1004.04 OF THE STANDARD SPECIFICAITONS, EXCEPT THAT CRUSHED CONCRETE AND SLAG WILL NOT BE ALLOWED. CONSTRUCTION SERVICES AGREEMENT
Page 49, Contract Documents, Item #8(b) CONTRACT TIMES shall be modified to be read as follows:
Dates for Substantial Completion and Final Completion. In accordance with Article SP108.01 of the Special Provisions, the Work will be substantially completed, as described in Article 105.17 of the General Specifications, on OCTOBER 27, 2023, or before, and will be completed and ready for final payment, as described in Article 109.09 of the General Specifications, on DECEMBER 1, 2023, or before. Acceptance of and payment for the Work shall occur in accordance with the applicable provisions of these Contract Documents.
SPECIAL PROVISIONS
SECTION SP108.01 Contract Times shall be modified to be read as follows:
The Work shall be substantially completed, as described in Article 105.17 of the General Specifications, on or before OCTOBER 27, 2023, and will be completed and ready for final payment, as described in Article 109.09 of the General Specifications, on or before DECEMBER 1, 2023. These dates and times will be used to determine the Contract Times and completion of the Work is to be in accordance with these dates and times as an essential part of the Contract.
All other terms and conditions of the contract documents, including previous amendments, shall remain unchanged.
As stated during the pre-submittal meeting, there were several items that required additional clarifications on the bid package. These are as follow:
- Due to the lead-time of the material for the project, the current Substantial Completion Date and Final Completion Dates are difficult to guarantee. Is it possible to modify these dates in during the bidding process to allow additional time for the material lead-time?
- Addendum 1 modifies the Substantial Completion Date and Final Completion Date of the contract as October 27, 2023, and December 1, 2023, respectively.
- Whose responsibility are the LPC663 forms for the project? Will those be available during the bidding period?
- The LPC663 Form was provided, and confirmed, to have been released as part of the bidding package.
- The DBE participation value is difficult as a percentage for the overall contract. Can the $200,000 Unforeseen Underground Conditions be modified as a contingency item, and not allocated towards the DBE Participation Value?
- This item, even considered as a contingency item, would still need to be included in the total DBE percentage for the overall awarded contract value. It is encouraged that the Contractor reviews SECTION I and SECTION II within the TEMPLATE FORMS section of the contract documents.
Please note that the DBE Percentages are evaluated based on the value of the waivers that DBE firms submit as part of each pay application.
- There appears to be a few places where dewatering may be required for the installation of the facilities. If flocculants are required to treat the groundwater, how will this treatment be paid for?
- Dewatering and sediment removal treatments, shall follow the Special Provision, which states that it shall be the responsibility of the Contractor to control the groundwater and divert flow during construction in order to keep the construction zone free of water. The Contractor shall maintain dry trenches at all times to the satisfaction of the Road District.
The Special Provisions also notes the following is required for treatment, “Water shall be pumped through a filter bag prior to its release into turfed areas.”
- On Sheet 2, Note 12 of the engineering plans, there is a note for trench backfill that lists several materials, including CA-6, FA-6 and Flowable Fill? Will these materials all be required?
- The plans have been modified in Addendum 1 to more accurately reflect the requirements of the Special Provisions.
- Is there a way that the Bid Form can be modified so that the Alternate Bid Items do not use the same unit price as the Base Bid?
- The bid form will remain so that there is one unit price for all bid items.
It is reminded that the bids will be awarded based on the summation of the Base Bid plus all Alternate Bid Items, which is noted as the Project Total Extended Bid Price within the Contract Documents.

Additional questions are as follow:
- Regarding the existing 24” CMP TBR in west parkway of Knight Ave and replaced with PVC C900. Profile shows 3 separate existing runs that appear to be back pitched (draining to the north) is that correct?
- The storms sewers in question are draining north in their current configuration. These storm sewers connect to the Knight Avenue Storm Sewer that discharges into the Greenbelt Forest Preserve, south of the project limits.
- If so, is there a known reason it was installed like that?
- We are unaware of the reason why the existing storm sewer was installed like that.
- Following up on previous question, the existing 10.5’ x 5.5’ Box Culvert crossing IL Rte. 120, that water also drains to the north or is it an equalizer, doesn’t drain south, correct?
- All water within the project limits is tributary to the Greenbelt Forest Preserve, south of the project limits. There is no existing outlet from the box culvert to the south of 120 until Knight Avenue is overtopped.
Dewatering is not anticipated to be a significant issue during construction.
- What exactly is the scope of Bid Alternate 1?
- Bid Alternate 1 generally consists of the storm sewer tie-in along the west side of Knight Avenue as well as the paving of Knight Avenue.

The document listed “ADD 2_LCFPD Insurance Requirements.PDF” consisting of 2 pages is hereby incorporated into this Addendum. This document has been added to the Purchasing Portal.

SPECIAL PROVISIONS
SECTION SP107.07 Insurance – shall be modified to include the following as additionally insured, due to Alternate #3 requiring a Daily Permit through the Lake County Forest Preserve District (LCFPD).
- Lake County Forest Preserve District
- Contractor shall provide Bond and Certificate of Insurance to meet Lake County Forest Preserve District requirements.
- Permit will be through Lake County SMC and LCFPD, and will include the Contractor’s information.
All other terms and conditions of the contract documents, including previous amendments, shall remain unchanged.
