Contract No. 20146 - Professional Consulting Services for Lake County Public Works New Century Town WRF Bar Screen Replacement

Lake County Public Works is seeking a consultant to develop a report and design for the replacement of the existing bar screen system at the New Century Town Water Reclamation Facility. Both bar screens require complete replacement of mechanical and electrical equipment. Alternatives should be developed to replace the bar screen process and the associated controls. The concepts should be of equal or greater efficiency than the existing bar screen system and compatible with the existing processes. Perform an inventory of the existing equipment, identify items in need of repair or replacement, identify deficiencies in the system, coordinate with operational staff and develop solutions that satisfy the treatment goals of the NCTWRF.

Design considerations for this project should include available space within Building 25, access for removal and replacement via the removable roof, compatibility with the existing processes and equipment, successful record of consistent performance, customer service of manufacturer, availability of replacement parts, and reduction of maintenance and operation costs. The alternatives proposed should allow for one of the existing bar screens to remain in operation during the replacement to meet the plants treatment requirements. The needs of the Operations and Maintenance staff should be prioritized to provide alternatives that do not result in a significant time investment of staff to maintain and operate the proposed solution.

The project deliverables include a report summarizing the options for replacing the existing bar screens and final design of the selected alternative. The report should provide the following details for each alternative: construction cost, construction process\barriers, operational efficiency, operational requirements, advantages/disadvantages of alternative systems, installation time and other relevant factors.
